- I am Here: Vital Document Legal Hotline for Youth: The hotline offers free, state-specific legal guidance on how to access vital records such as birth certificates and government-issued IDs. The most common barriers are obtaining a birth certificate or other identification, age limits and parental consent, fees, and proof of residency; without these documents, accessing services such as housing, education, and employment becomes exceedingly difficult. Youth can call 1-888-870-3627 on Wednesdays from 9:00 a.m. – 5:00 p.m. (PST) to speak with pro bono legal professionals and lawyers.
